About BMSK

The Bihar Mausam Sewa Kendra (BMSK) is an institution, affiliated with the Planning and Development Department, Government of Bihar, established to provide actionable weather services to the Government Departments and Agencies, farmers, and the General Public in Bihar.

The activity of BMSK encompasses monitoring variations in weather conditions, collecting and analysing high spatiotemporal resolution weather data, detecting and tracking hazard-inducing factors, identifying and mapping vulnerable areas, generating High-precision weather forecasts and location- time-specific early warnings about impending extreme weather events, and disseminating the relevant weather information to the end-users in a simple idiom and frequency that a common man can comprehend and use.

Weather-related information, forecasts, Alerts, and Early Warnings are disseminated through the “Mausam Bihar” mobile app, the “Megh Mitra” helpdesk, and the interactive weather dashboard, directly to end users, enabling them to take appropriate measures to safeguard lives and minimise property loss.

Our mission is to strengthen Bihar’s weather and climate services through targeted information campaigns and localized early warning systems, and to encourage community-led resilience planning and implementation, guide citizens and institutions to make proactive, life-saving, and economically sustainable decisions.

What We Do

Weather Monitoring & Forecasting

Variations in Bihar's weather are closely monitored through a dense network of GPRS-enabled, solar-powered weather stations — Automatic Weather Stations (AWS) in every Block and Automatic Rain Gauges (ARG) in every Panchayat. Data is collected and analysed in near-real time, while high-resolution forecasts are generated using an AI-ML-integrated Multi-Model Ensemble developed in close collaboration with SAC-ISRO.

Alerts and Early Warning Service

BMSK issues alerts and early warnings to end-users about:

  • Thunderstorms and lightning
  • Heavy rainfall
  • Heatwave and discomfort
  • Fog density
  • Cold wave and windchill

Issued with long lead time and tailored to specific vulnerable areas, these warnings help authorities and individuals take anticipatory action — implementing safety measures, managing resources, initiating evacuations, and reducing casualties and damage.

Sector-Specific Advisories

Beyond forecasts, BMSK translates weather data into actionable advisories tailored for key sectors such as:

  • Agriculture & Horticulture (crop planning, irrigation scheduling, PCC application)
  • Disaster Management (risk assessment, evacuation planning, resource management)
  • Public Health (heat- and cold-wave impact management, Dos and Don'ts)
  • Transport (fog density and low-visibility alerts)
  • Tourism (travel planning, precautions, Dos and Don'ts)

Data Integration & Analysis

BMSK integrates data from multiple sources, including:

  • Satellite observations
  • Ground-based weather stations (IoT)
  • Global forecasting models

Advanced data processing and analysis techniques are used to enhance the precision and reliability of observations and forecasts.

Public Outreach

Under its "Weather Literacy" mission to educate, engage, and drive social change, BMSK treats last-mile connectivity as a key priority. Weather information is disseminated bilingually (Hindi and English) through:

  • GIS-enabled interactive Weather Dashboard
  • Digital and social media platforms
  • Bulletins and reports
